What it boils all the way down to is that small enterprises competing against each other for a selected government contract and one is 8a Certified and the other is not, the 8a Licensed entity will more than likely get the contract all other factors being the same.
8a Certification Process
The method for being awarded an 8a Contract Schedule could be time consuming if not executed appropriately from the beginning. One purpose for this is the way the federal government works. Similar to every other enterprise, the federal government would rather deal with people who find themselves familiar with certification process than with individuals they're going to need to walk through each step of the way. I've formerly written about a client who went through the process of acquiring a GSA contract on its own. It took 11 months for them to receive their contract schedule. This process might and should have been considerably quicker if they'd retained somebody more familiar with the procdure from the outset.
